Mandate & Jurisdiction
Supervision Authority
The Ensurance Center™ is designated as the permanent oversight nucleus for the environmental continuity function within the MaindXQ12™ Ecosystem. It operates at Layer 3 of the 7-Layer Architecture, between tripartite validation (BTVE™) and commercial insurance execution.
Scope of Authority
The EC supervises: T3-INS sovereign insurance protocols, the Instant Replenishment Pool trigger mechanism, SCR minimum backing ratio compliance, and continuity governance across all five pillars (T0–T3-INS). It does not replace national supervisors — it coordinates the continuity function across participating jurisdictions.

Protocol Supervision
Ensures that T3-INS sovereign insurance protocols execute correctly and that the Instant Replenishment Pool triggers at T+0 upon FRAUD_ALERT detection.

SCR Monitoring
Monitors the Strategic Carbonate Reserve, ensuring the mandatory minimum backing ratio (recommended 15% of total assets under T3 custody) as defined in Chapter VI of the MaindXQ12 Architecture.

Technical Certification
Certifies the technical eligibility of insurers, custodians, and settlement operators to participate in the environmental continuity function.

Continuity Governance
Coordinates institutional response across all five pillars (T0–T3-INS) during continuity events classified at SR-1 through SR-5 levels.

Insurer Authorization
Authorizes foreign insurers to operate in the environmental continuity function within sovereign territories, following financial verification, green asset audit, and physical proof requirements.

Systemic Risk Oversight
Real-time monitoring of systemic risks (financial, environmental, geological, operational) capable of affecting the HRT, MTA, SCR silos, or CarbonBank settlement chamber.

Step 1: Insurer requests authorization to operate in the territory in the environmental continuity function.

Step 4: WatchLion™ provides requirement of physical proof.
Step 5: EC grants or conditions authorization.
11.2 — Continuous Monitoring & Guarantee Execution
Step 1: WatchLion™ performs continuous territorial monitoring.
Step 2: WatchLion™ sends fraud alert to EC.
Step 3: EC executes asset suspension and notification.
Step 4: EC notifies insurer to execute replacement.
Step 5: EC supervises replacement execution.
Step 6: If insurer fails → EC + ESRF activate reserve fund.
Step 7: ERM executes cost recovery from fraudster.

- ▸ No member of the Ensurance Central may have an economic interest in an insurer, custodian, or environmental asset issuer.
- ▸ No ESRF administrator may have been employed by a company directly benefiting from reserve mobilisations.
- ▸ National supervisors shall maintain structural separation between traditional insurance supervision and environmental continuity function.

Institutional Qualification
Access to the Ensurance Center™ supervision framework is reserved for T1 Government Entities and authorized supervisory bodies. Institutional qualification is required for participation in the environmental continuity function.
